The good point about this article is that it emphasizes the fact that once you've found a science of management, it is not definitive. A type of management can only works during a certain period of time. At some point, you'll have to change it or at least adapt it. That is what Google is currently trying to do. Their old science of Management help them grew very fast and very big but now this model has come to an end.
In Google's case, the head managers are trying to take the advantages of the old (freedom of initiative) but at the same time establish some ground rules.
